1999 Wisconsin Act 9 (often referred to as "Public Benefits"). That
law transferred responsibility for energy efficiency programs from the state's
electric utilities to the state Department of Administration, which in turn
was mandated to contract with nonprofit organizations to design and deliver
those programs.
As part of this contract WECC is required to adhere to Wisconsin Administrative
Rule, Adm. 44 in identifying and selecting vendors and subcontractors. Additionally,
we wanted to ensure that our process was easy to understand, equitable and
efficient. After reviewing various strategies we implemented the process outlined
here.
Vendor
Selection Process:
1. Interested
vendors register to receive email (or fax*) alerts.
2. WECC posts notices about program initiatives, Requests for
Proposals,
educational events, and other opportunities on the
World
Wide Web.
3. WECC sends email alerts to all registered vendors regarding
items
posted on the Web. (All notices will include a link to the appropriate
website.)
4. WECC selects vendors based on criteria outlined in the specific
Requests
for Proposals or other opportunity announcements,
consistent
with Adm. 44.
5. Vendors update their email addresses as necessary.
