Rich Marshall
Project Manager, Home Performance with ENERGY STAR®

Rich Marshall has worked in the energy services industry since 1982. He brings to WECC extensive experience in residential energy conservation, having performed numerous residential audits, trained auditors across the country, managed a variety of residential and commercial programs, and provided mentoring, training and quality control evaluations for the U.S. Department of Energy’s low income weatherization program.

Upon joining WECC in 1997, Rich helped establish the Home Performance Program’s Home Energy Rating Service and is currently involved in consultant/rater training, technical support and quality control. When Wisconsin entered the public benefits arena in 2001, Rich helped to design and introduce the Home Performance with ENERGY STAR program, which offers owners of existing homes a one-stop resource to make their homes safer, more comfortable and energy efficient.
