Utility Low-Income Efficiency Program Admin. Experience
From 1995 to 2000, WECC administered the low-income weatherization programs for Alliant Energy, Wisconsin Public Service Corporation, and Wisconsin Fuel & Light Company. WECC subcontracted work with 15 weatherization agencies throughout the state to provide weatherization services in Wisconsin and the Upper Peninsula of Michigan. WECC performed customer outreach, project status tracking, database and reporting functions, interaction with utility staff, and invoicing and payment to agencies. In addition, WECC performed quality control of a sample of installations completed throughout the programs. A total of nearly $3 million dollars were spent annually for weatherization services in these service areas.

Municipal & Cooperative Energy Assistance Program Admin.
Currently, WECC coordinates the Electric Assistance Benefit programs for 18 Municipal and Cooperative Utilities within the State of Wisconsin. Through these contracts WECC provides information for bill payment assistance to utilities and notifies customers of their benefit amounts. WECC also coordinates weatherization services for one municipal utility.

Training Contract Administration
WECC has provided training services to the State of Wisconsin’s Weatherization Assistance Program for the since 1988. As part of that contract, WECC has conducted, compiled, and evaluated several multi-year training needs assessments. WECC has successfully coordinated over 200 training sessions and conference workshops on over 100 different weatherization program topics based on the results of each of the needs assessments as well as timely sessions related to immediate program needs. WECC has designed, coordinated, and implemented the Technical Exchange Fair & Crew Challenge Conference annually from the 1992 through 1996 as well as in 1999 and 2002.

In addition, WECC has provided coordinated and implemented three Technical Exchange Fair & Crew Challenge conferences for the DOE Boston Region. WECC has provided coordination services for the DOE Chicago Region’s Diagnostic Workgroup as well as conference coordination services for the DOE Denver Region.
