WECC has long been involved in programs designed to reduce the consumer’s first-cost barrier for the purchase and installation of energy efficiency measures.

Energy Finance Solutions (EFS)
Energy Finance Solutions provides customized consumer financing programs to sponsors throughout the United States. EFS can customize the basic components of the energy loan program to fit the sponsor’s needs. The program allows for a wide range of measures to be financed. EFS currently provides program services to fourteen sponsors, financing over $16 million of energy improvements in ten states.

Community-Based Financing Programs
WECC directed the program design and implementation of five comprehensive community-based demand-side projects for various Wisconsin municipal utilities and the Iowa Association of Municipal Utilities. The aim of the projects was to maximize savings through increased participation that would also result in a transformation of the energy efficiency markets to produce high levels of reliable and persistent savings.

Consumer Financing Manual
Through a consulting grant from the Iowa Energy Center and the Iowa Association of Municipal Utilities, WECC produced a manual entitled, Financing Energy Efficiency Improvements, Issues and Options for Utilities and Community Organizations. This manual defines the issues and options for developing successful financing mechanisms for installing energy efficiency improvements.
