Nationally Recognized Market Research and Program Evaluation Experts Join Wisconsin Energy Conservation Corporation
Addition of Glacier Consulting Group to boost effectiveness of WECC's award-winning energy efficiency programs

MADISON, Wis. (October 29, 2008) - Wisconsin Energy Conservation Corporation (WECC), a national leader in the design and implementation of energy efficiency and renewable energy programs, today announced the addition of Rick Winch and Tom Talerico to its executive team. Former members of Glacier Consulting Group, a market research and program evaluation provider for the energy industry, Winch and Talerico bring experience and credentials that complement WECC's expertise in designing and delivering innovative energy programs.

Winch and Talerico have broad experience providing top-notch market research and evaluation services to clients nationwide. At Glacier, they worked closely with utility providers, as well as state, regional and national energy efficiency programs, to advance the understanding of markets - how the markets operate and how best to intervene to achieve meaningful energy savings. Their recommendations and guidance have contributed substantially to the effectiveness of residential and commercial energy efficiency programs across the country, including residential programs for Wisconsin's Focus on Energy, which WECC administers.

"One of Rick and Tom's great strengths is their dedication to continuous improvement," said Mary Woolsey Schlaefer, WECC's executive director. "They bring a host of innovative program approaches and the associated research methodologies needed to track the success of these approaches. WECC is delighted to welcome these innovators to our internal design team."

"Joining forces with WECC provides an opportunity to continue to raise the bar with respect to energy efficiency program achievement," said Winch, who founded Glacier in 2003. "We believe the combination of our research and evaluation expertise with WECC's program design and delivery experience is exactly what is needed in an era where energy efficiency programs must adapt effectively to meet the needs of rapidly changing and expanding markets."

Winch brings to WECC nearly 25 years of energy industry experience. Throughout his career, he has been instrumental in a broad range of energy-related market research, program evaluation and program design projects, and has used his knowledge of local, regional and national markets to contribute to the design of innovative programs and actionable approaches to saving energy. Winch holds a bachelor's degree in business administration from St. Norbert College and an MBA from the University of Wisconsin-Madison.

Talerico has been an energy industry consultant for 18 years. He joined Glacier in 2003 and worked closely with clients to develop insights into program effectiveness and to formulate practical recommendations to improve program performance. Talerico holds a master's degree in economics from the University of Wisconsin-Madison and a bachelor's degree in economics and mathematical methods in the social sciences from Northwestern University.
